Deploy goals

Planning process

Based from the strategic goals established by the board, the business goals are derived in the business planning process. Resources are allocated in the budget process. The outcomes are documented in a strategy plan, business plan and in the budget's monetary terms. The process comprises often of several cycles top-down and bottom-up.

Deployment of goal and means

Delegation between the leadership levels is often conducted in a routine manner than in a real discussion of how to achieve the goals. A common attitude is that a strong boss shall manage himself and that you should not interfere how the delegated task are performed. The learning dialogue, where you confirm how the goals will be achieved (the Japanese concepts of Hoshin Planning, Policy Deployment, Catch Ball) that could unify the leaders of the organization, will not happen. This becomes an obstacle for continuous improvements and adaptations needed to face the fast external changes.


SMART is an acronym for a well formulated goal. The goal shall be:
S = Specific
M = Measurable
A = Attainable
R = Realistic
T = Timely

Deployment of goals for an airline

Below is an example of a comprehensive goal deployment of a scheduled airline adaptive to the previous described management system and organization. The outcomes shall be reported in the Monthly Report, followed-up and corrected by responsible leaders. A company summary shall be reported to board according the reporting instructions. The board reports to the owners.
